From Martha Mitchell’s Encyclopedia Brunoniana:

Civic Convocation

A Civic Convocation was held on February 3, 1955 “to recognize the continuing and rewarding associations between the community and the University.” Honorary degrees were awarded to six community leaders, Rabbi William G. Braude of Temple Beth El, Frederick C. Broomhead ’05, the Rt. Rev. John S. Higgins, Episcopal Bishop of Rhode Island, United States Senator John O. Pastore, Governor Dennis J. Roberts, and President Carl R. Woodward of the University of Rhode Island. On this occasion the Susan Colver Rosenberger medal was conferred upon Rowland R. Hughes ’17, Director of the Federal Bureau of the Budget.
