Russell Carey appointed senior vice president for Corporation affairs

Members of the Brown Community,
I am pleased to announce the appointment of Russell Carey, currently interim vice president for campus life and student services, as senior vice president for Corporation affairs and governance, effective July 1, 2008. As senior vice president, Russell will work closely with me and the Chancellor, as well as other senior officers, to ensure effective policy and practice in the areas of University governance and risk.
As senior vice president, Russell will be the officer responsible for leading and coordinating the University’s policies, structures and functioning in the areas of Corporation affairs, University governance, and risk management to assure well-integrated, coherent and effective oversight of these areas. His major responsibilities will include, among others: providing leadership and strategic direction in Corporation affairs and University governance; overseeing the leadership and effectiveness of several areas now reporting elsewhere within the administration (Office of the Secretary, Public Safety, Environmental Health and Safety, and others); working with the Office of General Counsel to address issues of risk avoidance; clarifying and integrating the University’s overall approach to managing risk; assuring the University’s compliance with the highest standards of national and international practices in the areas of governance and risk management, and leading Brown University’s participation in shaping the national agenda in these increasingly important areas.
The functions reporting to and policy areas coordinated through the senior vice president will include the Office of the Corporation, Department of Public Safety, Department of Environmental Health & Safety, governance and risk. He will also work closely with the Offices of General Counsel, Internal Audit and the Corporation Committee on Audit. Serving on the President’s Cabinet and Executive Committee, he will also chair the Risk Management Network, Core Crisis Team, and the Public Safety Oversight Committee.
Russell is a 1991 graduate of Brown. He received his juris doctor from Suffolk University in 1995 and a master of arts degree in political science from Brown in 2006. He has served in a number of administrative positions, including student life officer and assistant dean of student life, assistant to the provost, assistant to the president, and secretary of the University. Named vice president and secretary in July 2003, Russell managed the Brown Corporation Office, served as liaison to the Chancellor and other Corporation leaders, oversaw the creation of the Advisory Council program, the President's Leadership Council, and the Brown University Community Council, and carried out other duties and responsibilities related to the governance of the University.
In August 2006 he was appointed interim vice president for campus life and student services for a two year term with responsibility for ensuring the continuation of momentum in addressing a number of urgent student life needs. During this period, his effective leadership has led to improved facilities and programs in campus life, including planning for new residence halls and residence hall renovations, the Stephen Robert ’62 Campus Center, the Nelson Fitness Center, a temporary pool and new aquatics center, new turf athletic fields, and renovation of J. Walter Wilson. We are grateful to Russell for taking on this interim position at such an important time in planning for student services, and for carrying out the responsibilities with such wisdom and aplomb. He will continue to serve as interim vice president for the remainder of his term as a national search to identify the next vice president for campus life and student services is underway.
I look forward to having Russell return to University Hall where he will assume a new and even more challenging task as senior vice president. His intimate knowledge of Brown as well as his accustomed adroit handling of complex issues will serve us well as he assures that our complex governance structures will enhance our ability to meet our institutional goals both in the most effective manner and in the spirit of Brown’s commitment to shared governance. At the same time, he will be of great assistance to me in sharing oversight of increasingly complex areas that now report directly to me. I thank him for his willingness to take on this new role.
