2006 CITIZEN COMPLAINTS REPORT

Information About Citizen Complaints filed in 2006

The members of the Department of Public Safety are committed to providing quality service to the community in a professional and courteous manner.

DPS investigates all inquiries and allegations of unprofessional conduct on the part of any employee of the department. This is done to resolve any incidents or perceptions of poor service.

DPS offers a variety of methods in which community members may submit feedback about their interactions with DPS officers. If you wish to share a compliment about an officer's performance, have a question about your interaction, or feel you were mistreated, this process is for you. DPS has employed a new Case Management system for tracking assignment and progress of internal affairs investigations. Ultimately, these new procedures facilitate and strengthen the functionality of Internal Affairs investigations of inquiries and complaints.

Our department willingly receives and promptly investigates complainants regarding the conduct of officers, and department procedures and services. Complaints are investigated fairly and impartially. More about the complaint/inquiry process.

If a complainant is dissatisfied with the disposition of their complaint, they may petition Brown's Vice-President for Administration for a review by the OCRB of the Department of Public Safety's investigation and disposition of the complaint.  A petition for review by the OCRB will normally be allowed when, in the judgment of the Vice-President for Administration, the original complaint contains allegations of use of excessive force or other allegations of serious misconduct or abuse of authority.

A review of a decision by the Department of Public Safety generally will not be allowed when the allegations contained in the complaint do not have a significant impact on the overall safety of the university community or when the alleged conduct does not represent a significant breach of the authority and powers entrusted to the Department.
