The House passed HR 1261 on May 8, 2003. The bill amends the Workforce Investment Act (WIA) of 1998, and reauthorizes the Adult Education and Family Literacy Act and the National Institute for Literacy
summer, 2003: new state plans will need to be dveloped; Reauthorization of AEFLA and Perkins - 2003

Finding text of legislation requires a search through Thomas, a site providing online access to legislation. You can find the varying versions of the Workforce Investment Act of 1998, and its final form. At the Thomas  site, you can search by bill number (1385) for texts of all six versions, and in fact, for any other legislation you'd like to find.

The Workforce Investment Act: Some Implications for Adult and Vocational Education - ERIC Trends and Issues Alert/2000

As part of the Workforce Investment Act, each state is required to submit either a one-year transitional plan leading to a more defined 5 year plan, or one five year plan - due to the federal government in April, 1999. Rhode Island is in the process of developing such a plan; as it becomes available, it will be published here. Interested practitioners are encouraged to contact LR/RI or Bob Mason, State Director of Adult Education (401) 222-4600, ext. 12180.

March 18, 1999 To date, 16 states say they expect to submit unified plans under the Workforce Investment Act either this year or next year. Of those, six now anticipate submitting five-year unified plans in April. They include: Louisiana; Maryland; Oregon; Pennsylvania; Tennessee; and Vermont. Nine are working on one-year transitional plans leading to unified plans next year. Taking this option are: Alaska; Arkansas; Connecticut; Hawaii; New Jersey; New York; Ohio; South Dakota; and Wyoming. California anticipates its completed long range adult education plan will be converted to a unified plan next year.]

California's state plan , 1999 - 2004, is on line, along with supporting information about the WIA. Other states are sharing information about their plans through the National Literacy Advocacy list.
