Welfare
Reform
A report of the political
and administrative processes that have been followed in the State of
Rhode Island to design and implement welfare reform. After a contentious
political debate, the Rhode Island House and the Rhode Island Senate
unanimously adopted the Family Independence Act on July 23 and 25, 1996.
Governor Almond signed the new law on August 2, 1996 and, three weeks
later, President Clinton signed new national welfare reform legislation,
the Personal Responsibility Act. The Rhode Island Family Independence
Act not only preceded national welfare reform, but it expressed a very
different philosophy.
