Constitution of Brown Romanian American StudentSociety
BRASS

I. STATEMENT OF PURPOSE

The purpose of BRASS shall be:

a. To promote fellowship among the Romanian student community at Brown University and other students interested in Romania, its language, history and culture.
b. To welcome and counsel all newly arrived or prospective Brown University Romanian students.
c.To promote social and educational activities among the Brown community related to Romania and its culture.

II. MEMBERSHIP

a. Eligibility to BRASS club is open to all full-time undergraduate members of the Brown community and does not discriminate on the basis of sex, race, color, religion, handicap, status as a veteran, sexual orientation, or national or ethnic origin. Majority membership consists of full-time undergraduate Brown students.
b. BRASS club membership is also open to graduate students, faculty members, administration, and the Providence community.
c. Admission shall be made upon request and shall be approved by the Executive Committee.

III. OFFICERS/LEADERSHIP/MEETINGS

a. Policy decisions are made by the Executive Committee. The Executive Committee is composed of the following officers elected from the members of BRASS: President and Treasurer.
b. The members of the Executive Committee share the responsibility of organizing BRASS events. In addition, they have the responsibilities described below:
The President shall be the chair of the Executive Committee and the official representative of BRASS. During the absence of the President, he/she shall be temporarily replaced by the BRASS Treasurer. Any BRASS member may temporarily represent the Association with the approval of the Executive Committee.
The Treasurer shall be responsible for the BRASS funds and shall pay the bills under the direction of the Executive Committee.
c. The term of office for all members of the Executive Committee shall be one year beginning at the first meeting of each academic year.
d. General meetings shall be held at least once per year. General Meetings will be announced at least seven (7) days in advance.
e. The majority of the Executive Committee or 20% of the members may call a General Meeting.

IV. ELECTIONS

a. Officers shall be elected during the latter part of the second semester of each academic year. To be elected, a candidate must receive a majority of votes cast. Runoffs shall be conducted between the top two vote getters, if no candidate receives a majority on the first ballot. There shall be no limit on the number of terms an officer may fill.
b. Only Brown University students can candidate for positions in the Executive Committee.

V. FINANCES

a. All expenses of BRASS shall be paid through the Office of Student Activities, and all funds collected by the group from any source shall be deposited with the Office of Student Activities. BRASS agrees to follow all regulations regarding all financial transactions as set forth by the Office of Student Activities.
b. The BRASS club shall charge admission at some BRASS events and profits will fund future BRASS events.

VI. ADVISOR

The group shall have an official advisor who shall advise the members on all matters.

VII. AMENDMENT PROCEDURE

a. An amendment shall be brought before the group by a majority vote. The president shall notify all current members of the group that an amendment to the groups constitution is to be considered. The amendment will then be considered at the meeting following it announcement to the group. To be accepted, an amendment must gain support from two-thirds (2/3) of the group membership.
b. Once an amendment has been accepted by BRASS, it shall be given to the UCS Coordinator of Student Activities at least two (2) full days before the next regularly scheduled full council meeting. Upon receipt of a simple majority from UCS, the amendment shall be considered a formal part of BRAS
