In October 2003 the Brown University Corporation officially accepted The Strategic Framework for Physical Planning, the culminating report of the intensive 15-month master planning study undertaken by Frances Halsband and her associates from R.M. Kliment & Frances Halsband Architects. The Framework offers a comprehensive analysis of the Brown University campus and presents a set of guiding principles and recommendations for improvement and growth of the existing campus and possible expansion beyond College Hill.

The master planning study was initiated as part of the Academic Enrichment Initiatives, introduced in February 2002 as an initial proposal to secure and advance Brown's strong academic position. In February 2004 the Corporation approved the full Plan for Academic Enrichment, a far-reaching, long-term strategic plan for the University.

Following up on the Strategic Framework, the University has embarked on a series of more detailed planning studies designed to analyze more fully the needs of the community in specific areas of university life and develop some of the opportunities offered by existing buildings and possible new facilities. For example, studies are underway to develop recommendations for campus life facilities and for possible new academic buildings; concurrently, studies are also moving forward to develop recommendations in the following areas:

  • the future use of University-owned small houses;

  • guidelines for historic preservation of University buildings;

  • priorities for improving building accessibility;

  • a program to address parking and transportation issues;

  • upgrading and maintenance of campus utilities and other infrastructure;

  • campus landscaping and open space;

  • the development of design guidelines for future campus building.

The next step will be to weigh the sets of recommendations that emerge from these studies and to arrive at university-wide priorities.
