In fear and desperation Pinocchio uses his mouth as a hiding place.

Here again, he fears death even though, being a puppet, he is immortal: “Seeing death flash before his eyes, the puppet was seized by such a violent fit of trembling that the joints of his wooden legs and the four gold coins hidden under his tongue resounded.” (Emphasis mine to highlight the ambiguity between Pinocchio’s wooden physique, and his human-like feath of death)

Thirst:

astride Pigeon’s back, in Chapter XXIII, Pinocchio gets thirsty and hungry. But, Gepetto did not build a thirst or hunger mechanism in him.

Still, his mouth is dry?

Even before Pinocchio has a mouth he makes noise.

When Master Cherry first happens upon the piece of wood in Chapter I, Pinocchio: “Don’t hit me so hard!” or “Ouch! You’ve hurt me!” Pinocchio is described as a “little voice.” Did Pinocchio need a mouth in order to be heard? Perhaps the mouth was under the outermost layer of the wood to begin with. Did it just need to be uncovered?
