ian: Geniza documents suggest this was a particular hardship with often very dire consequences. At the same time it was the contractual obligation that came with the level of autonomy granted to these "protected" communities. One could look at it as payment for services rendered or as literally a protection racket. Just how it was conceived by those party to it may well have varied over time and according to one's ability to pay.
