Dar al-Islam and Dar al-Harb are terms used to conceptualize parts of the world as either being Muslin or non-Muslim territory.

-Dar al-Islam (literally, house/abode of Islam) is a term that refers to regions/countries/territories where Muslims are free to practice their religion without prosecution. It refers to territories where the government guarantees protection for Muslims. 

-Dar al-Harb (literally, house/abode of war) is a term theat refers to countries/territiores where the Muslim law is not enforced by the governing state and where the safety of Muslims is not explicitly promised.

ian: THink about who decides who is in and who is out. THis is part of a larger discussion of how Muslims and others argue whehter the soveriegn is legit. This leads to a lot of nuance and fluidity to this distinction that seems so stark.
