The Five-Fifths Claw: How Upstate New York Uses its Prisoners

In the US Census, prisoners are counted as residents of the town where the prison is located. By including prisoners in their census, prison towns gain politically and financially. This creates an incentive for more prisons to be built. Andrew spent a summer in the prison town of Albion, NY interviewing politicians, prison guards and other locals to ascertain the effects of this phenomenon on the town and its residents.

After college, Andrew followed the herd to Brooklyn, where he attended the NYU School of Journalism and worked as a freelance journalist, researcher and conversation starter, writing for such places as Slate, Heeb and Time Out New York..
