Project Leviathan: Open Source Software to Generate Websites

Poor funding and business planning has left "digital democracy" stagnant. Websites of federal, state, and local governments, along with cash-poor non-profits, deliver few services to their constituents. Bill designed and implemented "Project Leviathan," a free and open-source software enabling agencies to generate and maintain secure websites an online services.

Bill received an M.B.A. from Harvard in 2009 and is currently a manager of Yelp's advertising and business products division.
