Evan's project examines the National Health Service of England's apprehension to fund the HIV-prevention drug PrEP. While widely accessible elsewhere, the NHS required those who wanted to access PrEP to enter a "trial" to examine if the drug was worth sponsoring, through a heavily-selective process. Although PrEP was finally made accessible in March 2020, multiple people died from HIV while waiting to be placed on the trial. Evan will explore how ideological forces underlie the political-neutrality of British health policy and will investigate the material impacts HIV policy has on the marginalized communities that depend on them. To do so, he will perform an analysis of NHS policy and data, while speaking with community health and LGBTQ+ organizations across England.
