Frank will research recent changes in special education policies in public schools. Specifically, he will investigate current legislative and legal efforts to include special education students in general education classrooms. Additionally, Cruz will look at trends and implications of this movement by focusing on policies in New York, Boston and Providence.

Franklin is currently the Senior Program Manager at the Justice Management Institute. Franklin is an experienced educator and program development expert. He previously worked at The Bronx Defenders for over ten years, where he has been integrally involved in the development of its nationally-renowned holistic defense model, as well as its programs and services. Franklin has also produced professional learning programs for K-12 school leaders at both district and state levels.
