Wasted Time? The Impact of Block Scheduling on Student Achievement in the Virgin Islands' Public High Schools

John Tyler Employing quantitative and qualitative research methods, Joe examined the impact of block scheduling on student achievement in the public high schools of the United States Virgin Islands and provided recommendations to local education officials with regard to what changes he deemed necessary to enhance the effect of this scheduling policy.

Joe received his M.P.P. and J.D. from Duke University. He served as a legal fellow on Senator Joe Biden's Judiciary Committee staff and was a law clerk to United States District Judge Henry Coke Morgan, Jr. of the Eastern District of Virginia. Joe is currently an attorney at DLA Piper. He specializes in advising companies, multinational corporations, and international non-profit organizations about how best to mitigate liability risk. Joe has an active litigation practice in federal courts throughout the United States and particular experience in the Eastern District of Virginia and Virginia state court. He has represented government contractors accused of False Claims Act violations and business conspiracy allegations, and has defended multiple wrongful death and personal injury lawsuits arising out of incidents that occurred overseas. In addition, Joe served as the US law expert for the Security Management Initiative's seminal report detailing the legal risks international aid organizations confront by operating in dangerous locations around the world.
