The Absent Mayor: Examining the Potential for Mayoral Control of Public Schools in Houston, Texas

Houston, Texas, is the largest city in the United States in which the mayor plays no active role in the city’s public school system. Rich examined why Houston has not followed other major American cities in equipping their mayor with the power to influence public school outcomes. Additionally, he questioned whether mayoral control in Houston is necessary or feasible.

Richard is the Legislative Director at the Texas House of Representatives. He is currently a J.D. candidate at Harvard Law School. Richard will be joining the New York City office of Skadden, Arps, Slate, Meagher & Flom after graduation.
