We are well-regarded experts with a long track record of conducting ground-breaking health services research on topics and in settings that support Q&I’s mission. Our leaders are below; our work is guided by an Advisory Council, conducted by multi-disciplinary team members, and involves numerous other collaborators.

  • Rosa Baier, MPH (Director)

Rosa focuses on stakeholder-partnered pragmatic research to measure and improve quality and care for older adults. Over the past 19 years, she has developed and refined a pragmatic approach that combines rigorous methods and evaluation with the flexibility necessary to implement interventions under the real-world conditions and constraints faced by healthcare providers. Her expertise and approach grew from her training at Brown and her 14-year tenure at a non-profit quality improvement agency. In addition to leading Q&I, her research interests center on characterizing the contextual factors that influence barriers and facilitators to implementation.

  • Vincent Mor, PhD

Vince is an internationally-known post-acute and long-term care researcher whose interests center on the organizational and healthcare delivery system factors associated with variation in the use of services and the outcomes experienced by older adults. He was one of the authors of the nursing center Minimum Data Set (MDS) resident assessment and is the architect of the national longitudinal dataset that enables our teams to efficiently evaluate interventions. Vince's leadership in post-acute and long-term care was largely responsible for AHCA/NCAL's selection of Brown as the site for our center.

  • David Gifford, MD, MPH

Giff directs the American Health Care Association/National Center for Assisted Living (AHCA/NCAL) quality department while pioneering initiatives on quality improvement in post-acute and long-term care. His leadership includes the AHCA/NCAL Quality Initiative, which establishes specific, measurable targets to further improve quality of care in America’s assisted living communities and nursing centers. He collaborates closely with Rosa, Vince, and other members of the Q&I team to ensure that research projects and methods align with provider needs and are feasible in provider environments.
