These plans are described as 'proposed alterations', and I do not think they were carried out in full. The plans from 1989 show a similar overall scheme with modified details that was the preferred plan. It can be seen that some of the details on this plan are not present in Psych Services, for example when you enter there is a open space with the reception desk rather than walls creating a cubicle.
Also note the written memo to install the ceiling in the converted office space. I saw the evidence of this in the half window and disused balcony area above Psych Services.
