Published under Raynal's name, this book was written by Pierre-Victor Malouet, colonial administrator, plantation owner, and prolific writer. The author discusses the two goverments of the colony, the government of "public authority" and that of "domestic authority." He emphasized the prospect of a reversal in the colony if great attentions was not paid to the colony's tendency toward anarchic despotism. Malouet published this book shortly after the French government passed a new decree reforming slavery in 1784. Written to regulate the worst excesses of slaveowners, the decree was vehemently opposed by those in power, or "the domestic authority," in Saint Domingue.
