What determines whether something is the "behavioral norm" in a given society? How many people have to sit in chairs or on the floor to make it normal?
I'm open to different interpretations. But in claiming that chair-sitting was not the behavioral norm in Japanese society for most of its history prior to the modern era, I simply mean that people mostly sat on the floor rather than in chairs and that societal structures to a large degree excluded chair-sitting in most situations.
