Brown University Assistant Professor of Education and Economics John Papay, along with colleagues at Harvard, UPenn, and the One8 Foundation, has published an op-ed piece, "America's Teacher Shortage Can't Be Solved by Hiring More Unqualified Teachers," in the Washington Post. Dr. Papay et al. argue that retaining teachers already employed by a district is better for students and for budgets.
