Spill Prevention Control Countermeasure

The Environmental Protection Agency’s Spill Prevention Control and Countermeasures (SPCC) regulations (40 CFR Part 112) require facilities that store oil and other hazardous materials over certain quantities to maintain a program to prevent and mitigate spills. Additionally, the Rhode Island Department of Environment Management (RIDEM) has similar regulatory requirements under its Oil Pollution Control Regulations. Brown University’s program and procedures are described in our SPCC Plan. Spill prevention procedures include the maintenance of an accurate, up‐to‐date inventory of oil‐containing devices and areas along with an inspection, maintenance and training program. Spill control and mitigation involve internal and external notifications. The SPCC Plan establishes preparedness, prevention, planning, spill response, and spill notification procedures as set forth in state and federal regulations.
