Use “who” as the subject of a sentence, clause or phrase.

  • Speak to the staff member who is in charge.

Use “whom” as the object of a verb or preposition.

  • She is the staff member to whom you should address your questions.

Capitalize only when using the official designation: Federal Work-Study Program.
